The chief believes those who offend should be given custodial sentences and he is ready to help clamp down on the trouble.
A number of Napoli fans caused havoc on Sunday and their club was slapped with a ban.
However Lotito believes the culprits should be punished and not the innocent bystanders.
“I think severe punishments need to be dished out to the violent fans,” slammed Lotito.
“These fans are not genuine supporters, they are criminals and they should be treated as such with severe and penal sentences.
“They are wrong if they feel that they can do what they like inside the stadiums. Sport needs to show that it is based on respect for the rules. Criminal acts should be punished with a hardline.”
Lotito is only too aware of the violent groups of Ultra fans as Lazio’s Irriducibili clan are one of the most infamous groups in the calcio world.
A number of high profile figures have echoed Lotito’s concerns but it doesn’t seem to be working as Italy finds it hard to clamp down on the stadium violence.
